I think it's part of a social phenomenon: if there's a group of people hanging around "your" town/area/neighborhood, and you're not invited, you automatically don't like them doing that. Plus, to throw more wood on the fire, people look at bicycles as kids' toys and they shouldn't be on the street, slowing down traffic, and you get escalating negative feelings.
