Regarding "banned" members

I keep seeing "banned" members logging in, over and over.

First, why are "banned" members even allowed on the site; and

Second, to what information do they still have access (to which simple "lurkers" and non-registered members don't have access)? Can they still see the profile info of legitimate members? If so, kinda creepy, given that they have been banned, for any reason....

Sorry if the answer should be obvious. I'll admit I'm "old-school" and really don't know how all this online forum stuff works.

They try and login, and it shows that, but they can't do anything except see a message saying they are banned and why they're banned. They could lurk, but many are bots.

And I don't think lurkers can see user info.

I've attempted a few times now to post polite responses to others . . . but I'm consistently told that I don't have "sufficient privileges" to do so. Have set and re-set my password, to no avail. Not a big deal - it's only a cycling forum after all - but it's sort of weird.

Finally worked my way to my CP page, did some editing and it seems to work. Phew, was wondering what I'd DONE! :-)
